Consultancy and Expert Witness Experience.

Peter Hearne's career has encompassed an extremely wide range of different aeronautical disciplines. On the engineering side he has been involved in maintenance engineering and operations and in the design and development of internationally recognised state of the art systems which are widely used in many of the latest commercial and military aircraft.

On the flight operations side he has made major contributions to the development of new techniques of military and civil all weather operations both in flight test and in service operations of fixed wing and helicopters. Unusually his formal engineering qualifications are complemented by an extensive flying background as a pilot, which includes multi engine/IRT ratings and some 4500 flying hours along with some 850 hours flight testing of all types of aircraft from helicopters to military fighter attack jets and commercial airliners. Like many keen professionals Peter Hearne has also been active in the General Aviation scene in both powered aircraft and gliders, an activity recognised by his recent election as Vice President of the British Gliding Association

Since retiring from GEC, Peter Hearne has been active in the field of consultancy and expert witness investigations. These latter have included work in the UK and France, languages in which he has a degree of fluency. Together with his earlier experience of US legal disputes he has the necessary knowledge and insight to operate on both the national and international scene. He is experienced in giving evidence in court in the UK, France and USA and has also appeared before select Committees of the House of Commons and international arbitration tribunals. In these court appearances his familiarity with public speaking arising from his long involvement with professional society affairs (including the Presidencies of the Royal Aeronautical Society and the Cranfield Society) has been of considerable value.

Peter Hearne is also an associat working member and contributor to a number of  organisations working in similar fields.

  • UK Principal of John Cotton Associates, a  US based international aerospace consulting engineering group with members in  UK, France, Belgium and Holland which specialises in aircraft upgrades and  commercial aircraft operations and maintenance matters
  • Associate of new legal group forming in  Washington DC  specialising in aerospace and defence matters
  • Technical  Consultant to UK aviation insurance agency.

Among the types of cases undertaken have been

  • Criminal cases involving drug smuggling by air and sea
  • Air Rage offences
  • Major commercial airliner disaster
  • Military fast jet accidents
  • Helicopter accidents
  • GA accidents
  • Maintenance and servicing/supply disputes
  • Major contractual liability dispute
  • Personal injury cases

Peter Hearne is available to work on a world wide basis and has a particular expertise and knowledge relating to government regulatory matters in the United Kingdom and United States aviation fields. His somewhat rare combination of engineering and flight operations expertise has proved of considerable value in the types of disputes with which he has been involved

He is currently undertaking some 7 instructions per annum

Career history

Peter Hearne has spent a lifetime in a widespread variety of professional aviation activities at all working levels from shop floor , flight shed and cockpit to Chief Executive and Chairman of the Board.

His early aviation experience began as a cadet in World War II which led to flying training in gliding and later in powered aircraft. His professional training commenced in an undergraduate course at Loughborough College of Technology where he specialised in Aircraft Engineering in an intensive three year "Thin Sandwich" course which also included hands on experience in the war time aircraft industry in aircraft manufacture, maintenance and flight shed activities.

After working in the design and flight test groups of Saunders Roe on advanced flying boat designs, Peter Hearne was one of the earliest postgraduates at the College of Aeronautics Cranfield (later Cranfield University) obtaining his Masters degree and specialising in Stability and control and Flight Test methods

In 1949 he joined the Development group of British Overseas Airways where he was deeply involved in the engineering and operational development of new types of aircraft including the pioneering work of the introduction of the world's first jet transport, the Comet I , into passenger service.

On promotion he moved to British European Airways to head up the engineering and operational development of civil helicopters. In this post he was responsible for a large amount of innovatory flight development work on All Weather operations which led to his appointment as Programme manager of the UK Joint Civil-Military All Weather helicopter programme. In turn this established the foundation of much of the operational philosophy for today's N. Sea operations

In 1959 he was invited to join the then Elliott Brothers (London) Ltd to head up one of their groups involved in the development of electronic systems (i.e. avionics) for advanced aircraft. During the next thirty years when the company was absorbed by the GEC Marconi group Mr Hearne was promoted to a series of increasingly senior appointments, becoming Assistant Managing Director of GEC Marconi in 1986 and CEO of all GEC aviation activities. Subsequent appointments included President of the US Operations of GEC Marconi's billion dollar turnover US business, (based in Washington DC) where he was also the prime GEC interface with US Government affairs. He retired as Chairman of the aviation groups in 1994, since when he has worked as a consultant and expert witness

During his 34 career in GEC and its predecessors Peter Hearne was responsible for a number of major developments, including much of the early development of digital systems in aircraft which among other programmes led to the introduction of the first digital Head Up Display. This rapidly became a world leading system and is fitted to aircraft such as the F16 and the new Stealth F22 fighter at one time capturing over 60% of the world market. Peter Hearne also supervised the development of many new commercial aircraft systems, including, most recently, the ground breaking Fly By Wire flight control system for the new large twin engine Boeing 777 commercial airliner These technical and marketing successes led to GEC's major penetration of the US aviation market which was in turn headed up by Peter Hearne

Throughout his whole career since leaving Loughborough, Peter Hearne has maintained a keen continuing personal interest in operational flying and has remained a qualified pilot continuously since 1946, having at various times held multi engine, IRT and instructor ratings. He has some 4,500 flying hours in a variety of different aircraft and has been heavily involved in flight test, flight safety and flight operations matters. During the later part of his service in GEC he was responsible for the supervision of all corporate aircraft matters, including the operations of GEC's in-house jet charter operation, MAGEC Aviation Ltd.
